Aaron Mulaki is a seasoned health systems and financing expert with over 20 years of experience supporting governments, development partners, and the private sector to transform how health systems are financed, governed, and delivered. He is a strategic leader and trusted technocrat, with a deep understanding of the nexus between politics and health systems, and how incentives and power dynamics shape decision-making. His expertise spans health financing, public financial management, policy and institutional reform, decentralisation, market shaping, and systems strengthening.

Aaron has worked across Africa, partnering with Ministries of Health, Regional Economic Communities (RECs), and Global Health Initiatives (GHIs). He has engaged with GHIs such as the Global Fund, PEPFAR, WHO, and GAVI to strengthen policy environments, drive sustainable financing, and expand access to essential health products.

Aaron is a Commonwealth Scholar, Health Policy Fellow, and PhD candidate in Public Health at the University of Cape Town.
