Claire is a health systems strengthening and health financing expert based in Namibia with close to 20 years’ experience working in Namibia, Botswana, Eswatini, South Africa, Tanzania and Zambia. She has experience in sustainability planning, domestic resource mobilization, resource tracking, costing, efficiency analyses, public expenditure reviews, and strengthening of public financial management capacity. Claire is also well-versed in managing and implementing donor-funded projects, having worked for various USAID-funded projects, WHO, UNAIDS, the Global Fund, and others. Recently, Claire supported the Namibian government to develop and implement various policy reforms for Universal Health Coverage, improve technical and allocative, use data and evidence for decision-making, and strengthen private sector engagement. She also has experience working as Local Fund Agent for the Global Fund grants and in strengthening recipients’ grant management capacities. She has a Master’s degree of Commerce in Financial Management and a Bachelor’s degree in Business Science with Honours in Finance.
