

Dr. Chukwuemeka Azubuike is a Health Economist with over a decade of experience driving impactful reforms across Nigeria and sub-Saharan Africa. He served briefly as a Senior Technical Advisor to Nigeria’s National Primary Health Care Development Agency (NPHCDA), where he supported the implementation of the Basic Health Care Provision Fund (BHCPF 2.0) reforms. This included reforms around facility tiering, digitization of financial processes, costing and financial modelling and innovative financing strategies such as the Adopt-a-PHC initiative.
Dr. Azubuike has led and contributed to high-level engagements that have analyzed the Global Health Initiatives (GHIs) such as Gavi, the Global Fund, and GFF – most recently supporting a multi-country assessment of GHI financing and implementation effectiveness across Africa. His portfolio includes health financing analyses, costing of maternal and newborn health service bundles, public expenditure tracking, State Health Accounts, immunization financing, digital health maturity assessments, Health facility assessments and provider surveys and subnational Health Workforce Assessments in Nigeria. He has worked in Nigeria, Liberia, Italy and Sweden, and his work has informed State, National, and Donor decision-making, including through peer-reviewed publications such as the BMJ Global Health.
